Key concepts The governance of HIV/AIDS is replete with acronyms and issue-specific concepts. Many of these are unavoidable when discussing specific issues within this book. The most common are in reference to the National AIDS Councils – the NACs; the District AIDS Councils – the DACs; and the Regional Facilitating Agents – the RFAs. These three concepts refer to the government structures established by the World Bank as a pre-condition of MAP funding. They implement the MAP for the Bank, co-ordinate the response to the epidemic at the national or local level, and provide a leadership function in establishing national priorities and strategic plans.

The ‘pro-poor’ Bank The founding principles and expanded mandate of the Bank were developed by the Bank’s president, ex-US Secretary of Defence (1961–8) Robert McNamara (1968–81). This period of the Bank’s development marked the consolidation of the Bank’s dominant role in sub-Saharan Africa; the beginnings of its involvement in global health; and the collapse of Bretton Woods and the introduction of structural adjustment. For Williams, it was the institutional and project-specific problems associated with this era of structural adjustment from which the good governance agenda grew (Williams 2008).

Chapter 2, Pathways to multisectoralism and HIV/AIDS, outlines the evolution of the MAP, multi-sectoralism and the Bank’s role in global health. In doing so, it charts the institutional development of the Bank from its inception as a means of highlighting how the Bank has managed the state, specifically within the context of Africa, and responded and adapted to external pressure in the form of civil society, member states and emerging development concerns. This is an important function for understanding multi-sectorality and HIV/AIDS within the evolution of governance within the Bank.
