The point is that, even while American free enterprise still floated in the backwash of the ideology of deregulation, corporate officers as well as the rest of us, were talking about the obligation to meet the standard of environmental sustainability, without intermediate reference to regulation, savings on process or product formulation, or even making a good impression on the environmentalist public. Alyeska Pipeline Service Company, the consortium of seven oil companies (including Exxon) that actually owns the oil pumped out of the North Slope, had promised, when they were seeking approval for the pipeline, that the operations in Prince William Sound would be the safest in the world. Alyeska’s plan, approved by the Alaska DEC, had specified that containment booms and skimming equipment (machinery for mechanically lifting the thick oil off the top of the water into transfer barges, which would take the oil to shore and offload it) would be on the scene of any spill in five hours, with backup equipment (lasers for burning off patches of oil, chemical dispersants) available if the booms and skimmers were inadequate to the job.
